Going through the Regional Scout Plan 2011-2013, one reads “Scouting does not happen at European level” (p. 3). This statement, however odd it might seem at first glance, should not go unnoticed – because it nicely summarizes the key rational behind each and every objective stated in the plan; Scouting is not a conceptual tale or a vague European procedure… Scouting is happening here and now, in the countryside and in the urban place, in neighborhoods, villages, small and bigger cities, and therefore the work taking place within the Region’s Working Groups makes sense as long as its impacts are realized within these contexts, as long as its benefits are felt by the Cub Scouts, Scouts, Ventures, Rangers, Rovers and Leaders of our Movement as well as the greater society in which the NSOs operate in.…
