Going through the Regional Scout Plan 2011-2013, one reads “Scouting does not happen at European level” (p. 3). This statement, however odd it might seem at first glance, should not go unnoticed – because it nicely summarizes the key rational behind each and every objective stated in the plan; Scouting is not a conceptual tale or a vague European procedure… Scouting is happening here and now, in the countryside and in the urban place, in neighborhoods, villages, small and bigger cities, and therefore the work taking place within the Region’s Working Groups makes sense as long as its impacts are realized within these contexts, as long as its benefits are felt by the Cub Scouts, Scouts, Ventures, Rangers, Rovers and Leaders of our Movement as well as the greater society in which the NSOs operate in.

The volunteers that took on the responsibility of working towards realizing the strategic objective of
“Growth through Quality” are facing an inspiring, yet quite challenging and ambitious task! Addressing the different NSOs’ growth needs, vis-à-vis a world that is changing pretty fast, brings on an extra emphasis on a two-way communication between the Region and the NSOs and on tailored support to the NSOs, since, for sure, there is not an un-contextualized, one-size-fits-all recipe for growth success…

Our efforts will be judged by specific Key Performance and Impact Indicators; on the number of NSOs that took on the challenge of renewing their youth program with the aim of improving its quality, that were supported in improving the transition processes and rate of retention between age sections and so on and so forth. We would like to ask for your kind help and enthusiastic cooperation in achieving the goals set forth during our last Conference and can already promise – even at this early stage, that we will do our best to honoring the trust with which the European Committee has welcomed as aboard! So, next time you receive some communication from the Growth Through Quality Working Group (GQWG), have this on mind: for the next 3 years, we aspire to be working for you, and with you!
