Organisational Development Library
The Organisational Development Core Group has reviewed a number of resources, including toolkits, factsheets and videos. It has recently compiled a refined list that it believes may be of interest to NSOs/NSAs across the European Scout Region, who are looking to improve in this particular domain and it complements the ‘Organisational Development Model’ for Scouting which they have been working on. To make best use of this library we should explore what we mean by organisational development. The following information may be of interest:
What is Organisational Development?
Organisational development (OD) is a planned effort to make an organisation more effective and sustainable by involving the people of the organisation in a change process which is based upon a strategic vision that evolves with society and focuses on the Mission of Scouting.

Organisational Development in Context

Educational Evaluation in Youth Field – T-Kit 10

Evaluation is not something that people get immediately excited about. Often it is associated with “writing long reports”, “justifying your work to someone else”, “measuring the immeasurable”, “filling out forms and questionnaires”, etc. Boring, tiring, difficult: not exciting at all.
In this T-Kit we want to show you that evaluation can be thrilling, electrifying, stimulating, fun, exciting… or at least attractive and inspiring enough to integrate it into your educational work. Evaluation becomes Educational Evaluation.

WAGGGS – Finance Management Guidelines

Funding and Financial Management – T-Kit 9

The search for funding and financial management has been a challenge ever since organised youth activities began some 150 years ago. In Europe funding for youth activities has come from various sources over the years. Members of youth organisations and individuals have always been sources of financial and material support. Support from religious communities, political parties and the state flourished throughout the 20th century, though their respective roles changed dramatically as the century wore on. The latest change has been the re-definition of the state’s role since the end of the Cold War division of Europe.
At the beginning of the 21st century the funding and financial management of youth activities in all parts of Europe are characterised by three major trends:
- a European mix of funding sources, combined with growing diversification and increasingly influential international/transnational funding;
- financial management is developing increasingly away from the mere administration and disbursement of money into a complex system of relations with funders and donors, whether public or private, individuals or groups, as well as with members, participants and young people;
- access to funding is increasingly competitive, the basic model being calls for projects in line with often rapidly changing political or organisational priorities. This is typified by a focus on project- as opposed to administrative funding and by a tendency for funders to have a mechanical vision of the effect of funding on long-term development.
With these trends in mind, the T-Kit has been divided into two main parts, one on funding sources and one on financial management. A third part contains a glossary and recommendations for further reading, on both paper and the Internet.

Project Management – T-Kit 3
Useful for: Project Management
Project management requires a wide variety of skills from political/social analysis to communication skills, from people to resources management skills, from fundraising skills to evaluation techniques etc… Obviously, this T-Kit could not exhaustively deal with all these issues and the authors have chosen to address the main elements relevant for international youth projects. Written by experienced youth work trainers at the international level, this T-Kit is largely inspired from ‘project management’ training events run in the context of international youth work and draws on concrete training examples.
This T-Kit should not be seen as a recipe on ‘how to run a project’ but rather as a proposal of a framework that provides the project manager with a concrete ‘step-by-step’ approach, including hints and guidelines for monitoring a project.

A Project by definition is a set of inter-related activities and events that together achieve a specific objective within specified resource (time and cost) limitations. Project management is the process of planning and directing these activities and events from beginning to end in a given time, at a given cost and for a given end result or objective.

In 2009, Simon Sinek released the book “Start With Why” — a synopsis of the theory he has begun using to teach others how to become effective leaders and inspire change.

Most Non Governmental Organisations (NGOs) have much more complex structures than business enterprises. The partnership of volunteers and staff within the management process and the involvement of members at all levels needs to be carefully channelled to work effectively. Hence the structure of an NGO is vital if it is to facilitate the involvement of stakeholder/members and the effective management of the organisation.

CIVICUS – Strategic Planning Toolkit

This toolkit provides a model for taking an organisation through a strategic planning process. It covers planning to do strategic planning, covering the background issues that need to inform or direct the strategic planning process, and then defining the strategic framework for the project or organisation activities. It is this strategic framework that gives the activities coherence and direction. We have included practical exercises to use during a strategic planning process. The toolkit expands on the short introduction to strategic planning in the toolkit on Overview of Planning.
Even though this toolkit will often need to be adjusted to the specific organisational needs of an NSO it provides a very good overview of the steps that strategic planning needs to be successful, it delievers hands-on tools that can help spark both the needs for a strategic change as well as the process itself. The questionnaires inside the tool will help to identify the needs and reduce brainstorming time by well targeting the points in need for strategic change

NGO Training Guide to Organisational Development

Strategically Communicating Organisational Change

The purpose of this essay is to help organisations more effectively implement change. One key to this process is communication. The essay suggests a series of critical questions designed to help change initiators develop a strategic communication plan. Four stages of the planning process are discussed: contextual analysis, audience analysis, strategic design, and tactical development. A case study is presented in which the planning model was used as a focal point for a reengineering project.

The adoption of the Strategy for Scouting in 2002 was the result of the work done at all levels of the World Organization of the Scout Movement (WOSM) in recent years. The Strategy for Scouting recognises that each National Scout Organisation (NSO) has peculiar needs and challenges. Consequently each NSO adapts the Strategy to its own reality and develops coherent action plans. Therefore, the Strategy for Scouting is not rigid, it is a framework for integral action.

WOSM – CRISIS – how to respond to the socio-economic challenges

Crisis is a word that became part of our everyday vocabulary. In the newspapers and on television, in Parliament and in supermarkets, in the means of transportation and in the streets, everyone talks about the crisis. Indeed, today, the western world lives in a crisis situation; one that began as financial changed into economic and, as always, has deep social repercussions.
A previous document of the Euro.Scout.Doc series, titled “Scouting and the Financial and Economic Crisis” has already addressed this matter, in focusing in particular on the crisis and its subsequent repercussions on Scouting.
As Baden-Powell said, rather than to be submissive and to surrender before a crisis scenario, we should remember that a crisis is aperiod of challenges but also a period of opportunities. Challenges that often make us stop and ponder, as well as being more aware, more alert; these are opportunities for change, growth and testimony.

Services from other NSOs
Many attributes measure the success, efficiency and performance of an organization or a business. One key attribute is ‘Customer Service’. Be it a profitable or non-profitable organization, the daily activities of an organization often centers about ‘customers’ referring to an existing or potential user or buyer of a product or service.
According to Turban et al. (2002), “Customer service is a series of activities designed to enhance the level of ‘Customer Satisfaction’ – that is, the feeling that a product or service has met the customer expectation.”
Many organizations today spend copious amounts of marketing dollars on designing, executing and analyzing Customer Service Surveys or Customer Satisfaction Surveys to determine the level of satisfaction that consumers of service are getting what they expect.
Of course, the resources available to provide the services must also be considered in tandem with the standard or process through which each NSO endeavors to achieve.
These papers are prepared with the view to have a ready reference for member Scout Organizations towards understanding their customers and strengthening their services.
